Xray pricing, explained without the sales pitch

Xray costs $6.33 per user per month on monthly cloud billing, or $6,330 a year for a 100-user Jira instance on annual billing. There is no free tier. The catch that surprises most teams is not the rate, it is that you pay for every Jira user, not just your testers.

You are billed for all Jira users, not just testers

Atlassian requires every paid Marketplace app to be licensed at the same user tier as the Jira instance it runs on. If you have 100 Jira users and 5 QA engineers, you license 100 seats of Xray. This applies to every paid app in the category, BesTest included, so it is not a knock on Xray specifically. It does mean the headline per-user rate understates the bill for most teams, because testers are usually a small slice of a Jira instance.

Since October 2025 the Marketplace also bills on peak user count within the billing period. A temporary spike in Jira users can push you into the next tier even if nothing about your testing changed.

If the number is the problem, there is a cheaper way to run the same process

Xray is a mature product with a large community and deep automation integrations, and for teams that live in CI pipelines it earns its price. But a lot of teams evaluating it are doing manual testing and UAT, paying enterprise rates for a fraction of the surface area.

How much does Xray cost per user?

On monthly cloud billing Xray is $6.33 per user per month once you are past the fixed small-team tiers. On annual billing the same 100-user instance works out at $6,330 a year, which is about $5.27 per user per month. The annual commitment is roughly 17% cheaper than paying monthly, which is standard across the Atlassian Marketplace.

Does Xray charge for all Jira users or only testers?

All of them. Atlassian Marketplace apps must be licensed for the same user tier as the Jira instance they are installed on, so if you have 100 Jira users and 5 QA engineers, you pay for 100. This is not an Xray decision, it applies to every paid app on the Marketplace, including BesTest. It is also the single most common complaint in reviews of test management apps, because the cost lands on teams whose testers are a small fraction of the instance.

Is there a free version of Xray?

No. Xray has no free tier. The smallest paid tier covers up to 10 users at $10 per month, or $100 a year. There is a standard 30-day evaluation licence, after which the app must be paid for or uninstalled.

Why did my Xray bill go up without adding testers?

Almost always because your Jira user count crossed a tier boundary. Since October 2025 the Marketplace bills on peak user count within the period, so a short-lived spike in Jira users can move you into the next tier even if the testing team never changed. Check your Jira user count rather than your test team size.

What is the cheapest way to run test management in Jira?
